  here E->English,M->Math,C->Commerce
  only n(E)=46-(16+26)=4
  only n(M)=46-(16+24)=6
  only n(C)=58-(24+26)=8
  total no. of students who passed(any or any two or all )=4+6+8+16+24+26+7=91
  no. of students who failed in all sub=100-91=9

• I think , statement should be
  
  In a class of 100 students,the number of students passed in english is 46,in maths is 46,in commerce is 58.
  
  According to given statement, there are more than 100 Students ( 46+46+58) who passed in one subject only whereas statement should be that out of total 100 students, 46 passed in English out of which some also passed in maths and/or commerce.
  
  Only then solution is possible and then answer will be
  9 students failed in all subjects.
