  between 1 to 99=19 distinct numbers contain 2.(count number 22 as 1 case)
  100 to 199=19
  200 to 299=100(every number has 2)
  remaining all contains 19 in every 100 set
  so
  so 1 to 1100=19*10+100=290
  hence
