I dont know why you all guys started to find the exact value of X and Y, & hence gave wrong answers.
The question asks for whether, X > Y, which means is it TRUE or FALSE.
So 1st alone is sufficient (2nd is identical to first) to answer the question. Put any value, X will always be greater than Y.

For 1st equation
Zero values:: x= 0, y = 40/15 ; y=0, x= 5 . => x >y
Positive values:: x=1, y = 35/15 ; y=1 , x=5 => x> y
negative values:: x=-1, y = 3 ; y=-1 , x= 11 => x>y
