  The average is reduced by 5, i.e (x-5)
  total expenditure now = 400(x-5)

  Therefore 400(x-5) - 320x = 400
  --> 80x = 2400 ---> x=30
  Therefore the expenditure this year is 400(30-5)= 400*25 = 10,000
