For a fraction to be the smallest, it's denominator has to be the largest. Of 1/7 and 1/8, clearly 1/8 is smaller. For a number with numerator 2 to be smaller than 1/8, it's denominator has to be greater than 16, which is not the case with 2/9.
(or) 2/9 = 1/(4.5) clearly 4.5 < 8, so 2/9 >1/8
Similarly 3/13 = 1/(4.33) clearly 4.33 1/8
