• Both the statement are not sufficient to answer the question. As we don't know that x is +ve or -ve. If x=1 and y=-1 then 51/x > 51/y and if x=-2 and y=-3 then 51/x < 51/y so we have not the exact idea of which is greater until we know the value of x.

• only option "a" is sufficient to answer.because the question started with "Is" means its answer will be either "Yes" or "No". So from option "a" we can give answer that "no" its not true..mean "a" alone is sufficient to give answer(its does not matter whether it is true or false the main thing is this, we are able to give the ans of question by using option "a" only).while using option "b" we cant say anything.because here its depend on the value of X.
