when both are travelling opposite direction v-u+u=v
when both are travelling in same direction realtive velocity=v-u+u=v
so then the velocity is constant so time taken for catching the hat is equal to the time taken to travel away from the hat so total itime taken is 10+10=20mnts
to travel 1km
speed of stream=1/20*60=3kmph
