bcoz, here the speed of both the persons u r calculating includes the upstream and downstream speeds as given in the question.. so 1st persons speed = 2km/hr (10/5) and 2nd persons speed = 3.33km/hr(10/3) .. as i have said before in the sum the speed of both the persons u have calculated is not the speed in still water so both of the speeds will be added with the stream speed i.e
1st person =2+0.5=2.5km/hr
2nd person=3.33+0.5=3.83km/hr

speed in down stream is given by 10/3=3.33
now speed in down stream when river speed v=0.5 is given is u+v =3.33+0.5=3.8
