  if he returns from office at x km/hr then he goes to office at x/3 km/hr
  
  (2*x*x/3)/(x+x/3)=12
  
  x=24 so 1/3rd of x=8
  so ans is 8

  if going speed is 1/3rd of returning speed the x=y/3.
  avg speed is given as 12 km/hr.
  (2*(y/3)*y)/(y+(y/3))=12 km/hr.
  By solving we get,returning speed as 24 km/hr
  going speed as 8km/hr......
