suppose initially price was 100 RS for 16 kg of gas(u can take any value)
now price increases by 23% ie 123 RS for 16 kg
but the hotel management want to invest only 100 Rs
therefore in 100Rs we can buy only 13 kg of gas
now lets see the percentage change in weight
13*100/16=81.3

With same expenditure the % consumption will be
= 100*100/123 = 81.3%
