given that,Rao buys a scooter for rs 22000
and he pays rs 4000 cash at that time itself.

remaining amount=18000 rupees


on his next annual payment ,he pays 1000 +1800 rupees


now remaining amount =17000 rupees

so on next year , he pays 1000+1700 rupees

this continues,
.
.
.
.

and ends at 1000+100 rupees

so in addition to 22000 rupees, he pays 100+200+.....+1800=(18/2)*(100+1800)=17100 rupees


so the scooter costs him Rs22000 +Rs17100= Rs 39100
