upto 1-100,digit 3 used 20 times,(unit place 18+tenth place 2)
upto 1-100,digit 3 used 20 times
upto 101-200,digit 3 used 20 times
upto 201-300,digit 3 used 21 times
upto 301-400,digit 3 used (99+20)119 times(hundred place 99+unit place 18+tenth place 2)
upto 401-430,digit 3 used 4 times
total = 184 times.
