Suppose he bought 100 mtr ( assume Kg if he is selling by wt using false weights) cloth for Rs 100 .
I am solving it using length as answer is asked in mtrs.
and sold some cloth for Rs 90 and made profit of 15%.
So CP of sold cloth = 90/1.15 = Rs 78.26

It means he sold 78.26 mtrs in place of 100mtrs .
or
he is weighing 78.26 kg for 100 kg.

In dis type f qus. simply aply d farmula;
(100/g)/(100+x)=(true measure)/(faulty measure)
where,g=overall% gain or loss wid usual sign +ve r -ve respectively
x=gain/loss of selling price
