Last 2 digits can be 00,04,08,12,16,20,......96 .. total 25 combinations.
For First place , u have 9 possible digits from 1-9.
For next two places, you have 10 possible digits from 0-9.

so total possible 5 digit numbers from digits 0 to 9(repetition allowed) that are divisible by 4 = 9*10*10*25= 22500
