total distance = perimeter =2(3x+2x)
distance=10x ; distance= speed * time = 24 * 4/60(since time is in minute)
distance=10x=1.6;
x=.16
length=3x=.48;
breadth=2x=.32

The ratio of length is to breadth is 3:2
So,
Length is 3x and breadth is 2x

Now, The perimeter of the rectangular park is;
2( Length + Breadth)
2 ( 3x+ 2x)
2*5x
=10x

Raj drives slowly along the perimeter of a rectangular park that's mean he covered the total distance 10x.
So, the total distance is = 10x

Total time 4mins, so 4/60 hrs.
Speed 24kmph

We know that,
Distance = Time * Speed
Distance = 4/60 * 24
Distance= 1.6

Now, we can write;
10x= 1.6
x = 1.6/10
x = 0.16

Length is (3*0.16) = .48km or 480 m
Breath (2*0.16) = .32km or 320 m

Ans. Its dimensions are 480m * 320 m

24 kmph = 24×100060=400 m / min
In 4 minutes he covered 4 x 400 = 1600 m
This is equal to the perimeter 2 ( l + b) = 1600
But l : b = 3:2
Let l = 3k, b = 2k
Substituting, we get 2 ( 3k + 2k ) = 1600 => k = 180
So dimensions are 480 x 320

therefore,24=d/4=>d=96
given ratio is 3:2 and we know area of rectangle =l*b
so,3x*2x=96
x^2=16
x=4
diemension are:12km length and 8km breadth
