ones place can be formed by 0-9 -10 digits
tens place can be formed by 0-9 -10 digits
hundred place can be formed by 0-9 -10 digits
thousand place can be formed by 1-6 -6 digits
total-36

here in 7000....we can use 0,7,8,9 only in ones,tens,hundreds places so its 4 digits(0,7,8,9)...3 places (4*3 = 12 times).
and we can use 1,2,3,4,5,6 in all four places so its 6 digits(1,2,3,4,5,6)... 4 places (6*4= 24 times)
12+24= 36 [ans: 2]

0,7,8,9 cannot form four times because they use four times they can above7000.that means (0000,7777,8888,9999)these are not use.so 0 can use three times only similarly 7,8,9 also use three times.and remaing 1,2,3,4,5,6 can use four times. so 0,7,8,9(total 12 times),1,2,3,4,5,6(totla 24 times)so total 12+24=36 answer.
