6 itself. number of pipes is nowhere related to the time i guess..

t takes 18 hours to fill the cistern and 18 hours to empty the same.
This means that the volume filled by "filling pipe" = volume emptied by "emptying pipe"
The number of emptying pipe would be upon the design of the system.
If 3 pipes fill and 3 pipes empty the cistern simultaneously, then the cistern would have nothing to contain.
If emptying pipes are less than 3, then the cistern will be full in due course of time.
So, we cannot answer this question based on the volume filled/emptied per unit time.

each pipe has has a capacity of fill tank in 6 hours assume tank capacity is 36 units so ans is 36/18=2
