J will cover 9 km b/w (12-13:30)
now P start at 13:30
we have to find P-J=3
total distance travelled by each of them in each hour as follows
13:30 14:30 15:30 16:30 17:30 18:30 19:30
J 9 15 21 27 33 39 45
P 0 8 16 24 32 40 48
so at 19:30
P-J=48-45=3 which satisfied the desired cond...
ans is 19:30

at 13:30 j covered 9km and p=0km
in 1hr jcan cover 6km and p 8km
so after 5 hrs i.e at 19:30 j will be at 45km and p at 48 km

ans=19:30
