ans is 21%.
take radius 100. then surface area will be 4*22/7*100*100.
after increase radius by 10% the radius become 100+10% of 100=110,then new surface area will be 4*22/7*110*110.
then increase in surface area percentage ((4*22/7)*110*110 -(4*22/7)*100*100)/(4*22/7-100*100)=0.21*100=21%.

suppose first sphere= 4*pi*100*100 (1)
after increase in radius = 4*pi*110*110 (2)
according (1)&(2)
ANS=21%
