54 9's are there between 103 to 394.

Explanation :
No. of 9 in unit's digit between 103 to 200 = 10 [109,119,129,......,199]
No. of 9 in hundred's digit between 103 to 200 = 10 [190,191,192,......,199]
Similarly,
No. of 9 in unit's digit between 201 to 300 = 10 [209,219,229,......,299]
No. of 9 in hundred's digit between 201 to 300 = 10 [290,291,292,......,299]
But as ending number is 394,
No. of 9 in unit's digit between 301 to 394 = 9 [309,319,329,.....,389]
No. of 9 in hundred's digit between 301 to 394 = 5 [390,391,392,393,394]

So total no. of 9 = 10+10+10+10+9+5 = 54.
