If you fix 2 in units place, the remaining places can be filled in 9, 10, 10 ways. We can only fill the left most place only in 9 ways because 0 cannot be used. So
Units place: 9*10*10*1=900
Tens place: 9*10*1*10=900
Hundreds place: 9*1*10*10=900
Thousands place:1*10*10*10=1000

Total: 900+900+900+1000=3700

in unit place 2 comes 900 time.
in tenth place 2comes 900 time
in 100th place 2 comes 900 time
in 1000 place 2 comes 1000 times
so answer will be 900 +900+900+1000=3700

general fORMULA FOR CALCULATING OCCURENCE OF A DIGIT IN A RANGE IS= N *(10^N-1 ) FROM RANGE 1 TO 10^N
FOR EXAMPLE WE WANT TO CALCULATE OCCURENCE OF DIGIT 6 FROM 1 TO 1000.......
HERE FOR 10^N=1000 I.E. N =3 SOO...............
BY GIVEN FORMULA N*(10^N-1) WE GET = 3*(10^3-1)=3*(10^2)=3*100=300

Total no = 9999-1000+1 = 9000
Total no of nos which dont have 2 =
8*9*9*9 = 5832
first place can be filled in 8 ways (excluding 0,2)
Second place can be filled in 9 ways (excluding 2)
Similarly, third and fourth.....
Hence total no of nos which have 2 =
9000-5832 = 3168

at tenth place 2 comes =9*9=81 times
at 100th place 2 comes =9*9 =81 times
at 1000 place 2 comes =9*9 =81 times
total 2 are there =81+81+81+81=324

in unit place 2 don't comes 9 time.(0,1,3,4,5,6,7,8,9)
in tenth place 2 don't comes 9 time. (0,1,3,4,5,6,7,8,9)
in 100th place 2 don't comes 9 time. (0,1,3,4,5,6,7,8,9)
in 1000 place 2 don't comes 8 times. (1,3,4,5,6,7,8,9)
so, total no of times=9999
we get 2 = 9999-(8*9*9*9) =9999- 5832
=4167

Tens place: 9*10*1*10=900
Hundreds place: 9*1*10*10=900
Thousands place:1*10*10*10=1000

Total: 900+900+900+1000=3700

fix 2 in each place and add the possibilites in the other places
1000's 100's 10's 1's
1-9 0-9 0-9 0-9
3 10 10 10=1000
9 3 10 10=900
9 10 3 10=900
9 10 10 3 =900
1000+900+900+900=3700
