relative speed 10 km/hr
so thy meet in 6 minutes
total 3 times

Relative speed will remain constant . ie 10km./hr . So , they meet after every 6minutes. The first time they met , Vijay would travel 1.9 km , Second tie they meet , he travels 1.8 km , since speed decreases by 1km.hr .Now when ever sum of distances travelled is integral multiple of 1 ie it is an integer then they meet at the starting point. Sum in bracket . They meet thrice .
