Let the number is xy i.e (10x+y).
The first clause suggests: 3y=2x-4 ----> x= (3/2)y+2 ---(1)
The second clause suggests: x=4y-13 ---(2)
Inserting (1) in (2) we get:
(3/2)y+2 = 4y-13 ------> (5/2)y = 15 ----> y=6 ---(3)
inserting (3) in (2) we get x=11 ---(4)

Hence it seems the question is wrong as the ten's digit is itself a two digit number. My answer would be E. None
