h=husband, w=wife, fc=1st child, sc=2nd child, 2tc=twins(3rd & 4th)
h+w=25*2=50
h+w+fc=18*3=54
h+w+fc+sc=15*4=60 so difference=60-54=6 => fc=6/3=2
h+w+fc+sc+2tc=12*6=72 so difference=72-60=12 => fc=2+12/4=5
h+w+fc+sc+2tc=16*6=96 so difference=96-72=24 => fc=5+24/6=9
therefore, answer is 9 i.e., option 3
