Answer is Option (C)

Since--36 people => 20 Temporary (given in the question) & 16 Permanent
Among 20 Temporary=>14 are men (given), then 6 are women.
Among 16 Permanent=> 12 are women(given), then 4 are men
Then, Total men = 14 + 4 = 18
Total Women= 6 + 12 = 18 Hence, Option C.
