2 times... 3^x=4 ==>x=2 (x is 1.1 to 2 it is taken as 2)

way 2:make in to 3 parts 1,1,2 ...... put 1 each on each side ....if equal 2 bags which were outside place each on 1 side....
(for this question if we divide into 2parts gives answer ...but if it is more bags say 7,8, or 80 etc... divide to 3 parts ..... or 3^x=80 ==>x=4)
