If I took steps during man's journey upwards, then
7+x+4=2x where 2x is number of total steps
x=11
total steps =2x=22 steps

22 steps : suppose there are R steps and and speed of the person who is asking d question be s...so total distance travelled by questioner when the other man is also moving= (R-7)-4 steps....in the same time dat man moves a distance of R steps...and both takes same time...therefore (R-11)/s = R/2s (as his speed is double) => R=22 steps

If I took x steps during man's journey upwards, then

x=11
total steps =2x=22 steps

other man step=2*my step
when 4 step left other man is on top=7*2=14
14+4=18

no.of steps=p
the remaining steps for the first person
=p-(7+4)=p-11
now given for my single step downwards he took 2 steps up
2(p-11)=p
p=22

suppose I have go down x steps, after noticing him. so total no. of steps is x+7+4, and while I came down, he covered all steps and covered 2x steps.
2x=x+7+4
x=11
total steps 22
