since they have neither mentioned the shape of the cake nor that all slices have to be equal in size,,... I'm assuming that cake is circular. First cut a medium sized circle in the circular cake you get two circles. One small and other big. Now cut a + sign starting from the outer cake. You'll have 8 pieces.

two cuts which will be perpendicular to each other ,so we get 4 pieces and cut the cake in the middle horizantally so we can get 8 pieces ,,,,,,,,,,,,

cut the cake into 4 pieces using plus sign vertically (2 chances)
and then cut it horizontally ,it become 8 pieces
