The volume of water that flows through a pipe is proportional to the cross-sectional area (the area of a circle with diameter equal to the inside diameter of the pipe). Since the area of a circle is given by , the flow is proportional to the square of the radius.

So 2^2 ---------- 60
4^2 ---------- ?

?60 = 416
therefore ? = 15
