bus covers 9km less because of stoppages, time taken to cov er 9km = 9/54 = 1/6 hr.
but we need it in min so 1*60/6 = 10min

Answer is 12 mins per hour.
Let t be 'x' be the distance,t be the travelling time,
y be the stopping time.
so

distance / time= speed
x / t=54 (1)
x/t+y=45 (2)
1 divided by 2
54/45=t+y/t

on solving x=t/5
let t be one hour so
x=60/5=12
that is 12 mins per hour
