Ans is 4:
Solution is:speed =dist/time.
let the speed of joke x then speed of paul will be 7-x
(24/x)+(24/7-x)=14;
x^2-7x+12=0
x=3,x=4;
so joke is fater then paul so answer will be 4km/hr

DISTANCE:J+P=24;SPEED=J+P=7;TIME=J+P=14;TIME TAKEN BY PAUL AND JOKE IS CONSIDER AS 24/7-J+24/J=14 HRS; BY SIMPLIFYING IT WE GET 14J2-98J+168=0 BY SOLVING THIS EQUATION WE GET THE VALUES 4 AND 3.. ACORDING TO THE CONDITION JOKE IS FASTER THAN PAUL JOKE'S SPEED IS 4KMPH...

24/(7-x)+24/x=14
equation x^2-7x+12 so solutions 3,4 as x>y so x that is joke speed is 4 km/hr
