7c5*2c2
upper deck
********----- =>7c5(since 8 who refused to sit on lower deck will desinately sit on upper deck & out of left out 12 5 will never sit on upper deck)
lower deck
*****--2c2 =>(since 5 will definately sit in lower deck who refused to sit on upper deck so left out 2 can fill 2 seats in 1 way only )

8 mem refuse to sit in lower deck they will sit upper deck in 8! ways,
the 5 mem who refuse to sit in upper deck will sit lower deck in 5! ways,
till now 13 sit are filled remaining 7 mem are filled in 7c5 ways in upper deck and 2 ways in lower deck so,8!*7c5+2!*5! if wrong correct me.......

As we know they should be distributed (not arranged) so, 5 in lower and 8 in upper are fixed. remaining 7 can be distributed as 7C5*7C2=441. If i am right!
