for 4-digit number
1-way, 9p2 when 10,11,12,13,14,15,16,17,18 are selected
2-way, 9p4 when 1,2,3,4,5,6,7,8,9 are selected
3-way, when any two of 1,2,3,4,5,6,7,8,9 are selected or any one of 10,11,12,13,14,15,16,17,18 are selected = 9p2*9p1*2
so,9p2+9p4+9p2*9p1*2 = 4392

a motor bike number is of 4 digits ..1st no can be choosen in 18c1 ways
2nd no -17c1
3rd no -16c1
4rth no-15c1
now thes 4 nos can be arranged in 4! ways so ans is
18*17*16*15*4!

so in each digit we can form 18 ways so 18*17*16*15=73440ways we can create
