I agree with shehar on the approach, but we have to delete the possibility of 4000 so we have to deduct one possibility.
But the best way to solve this may be by counting numbers, because as all the 9 digits can be used and repeated we are just trying to find out how many numbers are there from 4001 to 9999, this will be 5999 numbers

Answer is 5999

The solution will be 3*10*10*5
5 ways for the unit place 0,2,4,6,8
10 ways for tens and hundredths place 0,1,2,3,4,5,6,7,8,9
3 ways for thousandths place 1,2,3
