let earlier amount=100Rs,increase in amount=130rs
amount of money consumed earlier=amount of money consumed later
let X be the earlier amount of petrol being filled and Y be the later amount of petrol
therefore 100*X=130*Y
Y%X=76.923
therefore % decrease=23.077%(answer)
