no. is divisible by 11 only when sum of digits at even & odd places r equal
two cases,
1)digits at even places(1,4)& at odd places(0,2,3)
2)digits at even places(2,3)& at odd places(0,1,4)

case(1) => at even places 1 & 4 can be arranged in 2! ways & at odd places 0,2,3 can be arranged in 2*2 ways
total=2!*2*2 = 8

similarly, for 2nd case , 8 no,s

total = 8+8 = 16
