31 because difference between 1 and 1 is 0 and difference between 3 and 7 is 4 and also difference between 13 and 7 is 6 also difference between 21 and 13 is 8.Now 0,2,4,6,8 are numbers with a difference of 2.So the next number is 8+2=10. which is to be added to 21.Hence the answer is 31.
