percentage work done by A =100/20 = 5
percentage work done by B =100/30 = 3.33
percentage work done by C = -100/40 = -2.5 (as c is doing negative work)

work percentage * time = 100 ,(100 % work is done )
(5+3.33-2.25)*time = 100
time = 100/5.83 = 17.15 min
= 17 minutes and 9 seconds

(1/20+1/30)-1/40=7/120

time taken to fill the tank=120/7=17+1/7 mins
