have a look on your calender
since,we all knw a year consist of 365 days
february is d only month which has 28 days
4 months in a year has 30 days
and,rest 7 months has 31 days..
so,following d given eq. we can write 28*1 + 30*4 + 31*7..
hence values of a,b and c are 1, 4 and 7 respectively..

a=1 the month having 28 days for leap year
b=4 the months having 30 days
c=7 the months having 31 days

based on calender having 365 days
no. of months having 28 days=1
no. of months having 30 days=4
no. of months having 31 days=7
total=7+4+1=12

ans is=12.
as a=1 (only feb. have 28 days)
b=4(i.e.4 months have 30 days)
c=7(7 months have 31 days)
so a+b+c=1+4+7=12

The calender concept is most common approach and yields 1,4,7.
However if you do not find 1,4,7 in the options... 2,1,9 is the other possible solution.

take the values given in options and substitute in given equation answer wil be equal to 365 when the option satisfies in values of a ,b ,c
