The correct answer is 10. First lets keep two balls in each bag so we are now left with 3 balls.... the no ways in which three balls can be placed in three bags so that any bag can get any number of balls is 5C2=10....

NOTE: The number of ways in which n things(balls) can be given to r things(bags) or persons such that any person can get any number of things(balls) is (n+r-1)c(r-1)

ans: 3*(9C2 + 9C3 +9C4 + 9C5)
Since atlest 2 balls must be there in other two bags hence we will not add 9C6+9C7+9C8+9C9.
