velocity of the car = 60 kmph = 50/3 metres /sec

means 50/3 road is cleared per sec.
Distance between front bumpers of any two Successive cars is 10 meters which includes length of one car plus the clear Between the two cars.
so (50/3)/10 = 5/3 cars exit one lane of road in 1 sec or 3600*5/3 = 6000 cars
from two lanes , 2*6000 = 12000 cars exit the road.

(b)
In case of repair by MTNL, each lane is moving for half the time.
so 6000/2 = 3000 cars exit the road and total 2*3000 = 6000 cars exit the road from both sides.
