Why don't we see it another way??

Shopkeeper got 25 rupees.
That means he sold each kerchief for (25%3) rupees i.e, Rs.8.33.

So, (8.33*3) + Rs.2 tip + Rs.3 remaining with those three members = 30.

Hence the one rupee lies with the shopkeeper.

I think another one ruppee don't exist.Because at first when shop owner returned 5rs then he will have 25rs and 3 members given 2rs as tip then he will have 25rs +2rs tip=27 which can be =3kerchieves×9rs .Thus the 3members will have 3rs remaining each.Hence balanced.
How another ruppee will present?
