In the question it is given that pritam spends more than avinash on foods.
if we see % wise pritam spends 20% on foods but avinash spends 40% on foods.
This implies pritam's 20% is more than avinash's 40%--------------(1)
On Children's education:
pritam spends 45% on Children's education while avinash spends 20% on Children's education.
if pritam's 20% is more than avinash's 40% then
pritam's 45% is more than avinash's 20%
Therefore,pritam spends more than avinash on Children's education.

Hence Qn. can be answered by using both.
