total votes be x
40% of x =60% of x - 1500
therefore,
20% of x=1500
i.e 60% of x =1500*3=4500

Therefore 60% 2nd candidate
But
40=15000
Then
60=?
?=60x15000/40
?= 22500

Let the total votes be 100,

loser = 40%, winner = 60%, difference in the votes = 1500

i.e, in 100 votes, 40 for loser and 60 for winner

difference is 20 votes

20 ------> 100, if the difference is 20, then total votes will be 100
therefore, 1500 ----> x

so total votes x = 7500,

40% of 7500 = 3000 looser votes
60% of 7500 = 4500 winner votes

I think defeated by 15000 votes.
then,
Let total no of vote=x
according to the question candidate who got 40% vote,defeated by 15000 votes
that means(no of votes of winner-no of votes for losser=15000)
((60*x)/100)-(40*x)/100)=15000
after solving we got x=75000
no of vote polled by winning candidate=((3*75000)/5)=45000
