take 3 terms at a time, of the 1st 3 terms the 3rd term is constant i.e. 5
now, the 2nd term of the 3 terms' goup comes by subtracting '3' from the 1st term of the 3 terms' goup.

28, 25 (28-3), 5(constant) [a group of 3 terms] ; 21, 18 (21-3), 5(constant) [a group of 3 terms]
similarly -- 14, 11 (14-3), 5 (constant)
