question is wrong.if people will seat in different number on each table then there are only 4 table on which people seat differently.they will seat like 1 man at 1st table,2 person at second,3 person at 3rd table,4 person on 4th table.so rest 6 table will be blank.

first table =1
second table=2
third table=3
fourth table=4
since only 4 person can sit on a table hence no other arrangement is done
so total no of table occupied is 4
no of table left unoccupied is (10-4)=6
ans =6

since there is no way to fill all the chairs, answer is 0

i.e there are 0 possible ways.

10 tables, each with 4 chairs Each table has a different number of persons sitting....This is not possible as there are only 4 chairs.. The different combinations can be 0, 1, 2, 3 and 4...the sixth table would have one of the above combinations..Thus the rule is violated..
Plus, if different numbers of people occupy a table, there would be blank spaces...so how can we calculate the possibilities of the library being fulling occupied.. This is an ambiguous question

1st table=1
2nd table=2
3rd table=3
since only 4 chairs per table, 4 members are maximum to be seated and these people can be seated in reamaining tables(10-3)
answer is 7
