28 is the smallest number.

3500/28 = 125

125 = perfect cube of 5.

factors of 3500=5*5*5*2*2*7
so divide it by 28 it will bwcome perfect cube of 5=125

hence answer is 28

If smallest number here means an integer then answer is 28 as shown below. But if number includes fractions then there are infinite number of solutions as if 3500 is divided by 3.5 it gives 1000 which is a perfect cube of 10 as 10^3 = 1000. In this way 3500 can be divided by many numbers to give perfect square.
3500 = 5*5*5*4*7, so the smallest number that can divide 3500 to give perfect cube is 28.
