Solution

1st step: weight 13-13 if equal then 27th is counterfeit coin, otherwise
2nd step: weight 6-6 if equal then 13th is counterfeit coin, otherwise
3rd step: weight 3-3, and take one whose weight is less
4th step: weight 1-1, if equal then 3rd is counterfeit coin othen that one for which weight is less
so answer is 1 or 2 or 4
