let suppose,
land =5 unit
water=10 unit
total area=15 unit
both hemisphere has equal area so
northern has 7.5 unit
southern has 7.5 unit
in northern ratio is 2:3
water =(7.5/5)*2=3 unit
land=(7.5/5)*3=4.5 unit

now in souther hemisphere
water=5-3=2 unit
land=10-4.5=5.5 unit
so ratio is 2:5.5=4:11

Suppose land=100 unit and water be 200 unit.
Now total area becomes 300 unit and northern and southern hemisphere have total area of 150 unit
Now for Northern area ratio is 2:3 so water=(150/5)*2=60 unit
and land=(150/5)*3=90 unit
Now in southern hemisphere
water=100-60=40 unit and Land=(200-90)=110 unit
so the ratio is 4:11
