P+R=13

For number to be divisible by 45 , it must be divisible by 5 & 9 both.
For the given number ' 27P5216R ' to be divisible by 5 last digit 'R' should be 0 or 5
As given R is greater than 0, so R=5
Now the sum of the digits excluding 'P' =2+7+5+2+1+6+5=28
So for divisibility of 9, sum of the digits must be divisible by 9, so after 28 next multiple of 9 is 36, hence 'P' required is 8.
So P+Q =8+5=13
